The Premier's remarkably clear tilt on the United Kingdom's after-Brexit ties to the EU recently was crafted to communicate to industry, to Brussels, and to fellow EU nations, alongside his own backbenchers.

A New Framework for Dialogue

Closer post-Brexit commercial ties are currently anticipated to be looked at as part of an annual process of direct negotiations instead of exclusively at this year's structured evaluation of the UK-EU deal.

Internal Calls

"It is better looking to the European single market rather than the customs union for our future cooperation," Sir Keir Starmer said.

A range of additional sectors could, potentially, see a comparable strategy – alignment with internal market standards – in exchange for minimising trade obstacles across production, in automotive, pharmaceuticals, or for example in value-added tax systems.

Continental Perception

European capitals were unimpressed by the lack of ambition in earlier discussions, particularly the London's refusal of suggestions floated by some commentators regarding the effective return of British goods to the internal market.

The precise arrangements on energy cooperation and agricultural regulations is still to be finalised. A proposal for UK manufacturers to be involved in a €150bn security initiative has hit a snag over the scale of the membership fee, after some objections from France. Another nation has signed up to the initiative.

Geopolitical Context

The UK has agreed a deal to participate once more in a university exchange programme and to discuss a young workers initiative. This has paved the way for subsequent negotiations.

Observers suggest that the issuing of a Washington policy paper has also changed the backdrop on UK ties to the EU.

The paper noted that the US would "encourage pushback" to the EU's present path and praised the "rising power" of nationalist groups.

Among officials, there is an acknowledgement that the international situation has evolved further.

Domestic Considerations

On the national stage, the administration also expects being pressured on Brexit not just one opposition party, but additionally others, which is focusing on its traditional heartlands in May's elections.

The Premier's latest comments are borne of a confluence of economics, electoral strategy and international relations as the UK starts a year that will see the ten-year mark of the decision to leave the European Union.
